We can cut the American prison population in half while reducing crime rates. It won't be easy, politically correct or immediately popular. One American state will have to take the lead. The solution is straight out of the Bible. The ACLU has adopted the goal of reducing the prison population, but is not ready to leave the incarceration paradigm.
